Is My Holiday a Package Holiday?

You likely have a package holiday if you booked two or more travel services, for example flights and a hotel, for the same trip from one organiser, and the trip lasts over 24 hours or includes an overnight stay. It matters: the organiser is responsible for every part of a package, even if other companies provide it. Linked arrangements and independent bookings give you fewer rights.

Your Rights

What the rules say, with a link to the official source for each.

Is It a Package?

  • What Counts as a Package

You likely have a package holiday if you booked 2 or more travel services (for example flights and a hotel) for the same trip from one organiser, and the trip lasts over 24 hours or includes an overnight stay. source

  • Linked and Independent Bookings

Linked arrangements (services from different companies, paid separately) and independent bookings give you fewer rights, and foreign-based companies may not be covered by UK law. Report problems quickly and keep receipts. source

  • Hotel and Travel Booked Together

If you booked the hotel and travel together from one company, you may actually have a package holiday with much stronger rights. Check what you booked. source

What a Package Gives You

  • The Organiser Is Responsible

The organiser is responsible for the travel services in your package, even if other companies provide them (Package Travel and Linked Travel Arrangements Regulations 2018, regulation 15). You must tell the organiser about any problem without undue delay, and they must put it right within a reasonable time that you set, unless that is impossible or disproportionately costly. source

  • If the Organiser Goes Bust

If a package organiser goes bust, check for ATOL, ABTA, ABTOT or BCH protection. Covered customers get a refund if they have not travelled, or a finished holiday and transport home if they are already away. source

Time Limits to Know

Miss a deadline and you can lose a right. Check the dates on your own paperwork.

  • Straight away
Tell the company about a problemAs soon as it happens, during the trip, not after you get home

Steps to Take

Step 1 of 4

Look at your booking: how many travel services (flights, hotel, car hire) did you book, and from whom?

Step 2 of 4

If it was two or more from one organiser, for a trip over 24 hours or with a night away, it is likely a package.

Step 3 of 4

If something goes wrong, tell the organiser straight away and keep evidence.

Step 4 of 4

If you are unsure, call the Citizens Advice consumer helpline.
