Council Parking Ticket: Challenge or Pay the 50% Discount

A council parking ticket (PCN) is normally reduced by 50% if you pay within the discount period, usually 14 days. To challenge it in England (outside London) and Wales, make representations to the council within 28 days. If the council rejects them, you get a Notice of Rejection and have 28 days to appeal to the Traffic Penalty Tribunal, which is free and mostly online. The discount is usually kept open while your representations are considered.
